JAKARTA, KOMPAS.com - Pemerintah telah meminta kepada operator telekomunikasi di Indonesia untuk menerapkan pola baru dalam penagihan layanan pesan singkat (short message service/SMS). Hal ini diharapkan bisa menghalau spam sekaligus membuat tarif lebih murah.

Operator diminta menerapkan pola penagihan layanan SMS dari skema sender keep all (SKA) menjadi skema dengan tarif interkoneksi berbasis biaya (cost based). Kebijakan ini dianggap efektif untuk menurunkan tarif telekomunikasi, baik layanan suara maupun SMS.

Kepala Pusat Informasi dan Humas Kementerian Kominfo Gatot S. Dewa Broto menjelaskan skema interkoneksi berbasis biaya ini akan diberlakukan mulai 31 Mei 2011.

Cara Menghalau Spam

"Pemberlakukan SMS dengan skema berbasis biaya ini dilakukan untuk mengurangi keresahan masyarakat akibat cukup tingginya peredaran SMS spam dalam beberapa bulan terakhir ini," kata Gatot di Jakarta, Senin (12/12/2011).

Bagaimana pola baru ini bisa membantu mengatasi spam SMS? Penjelasannya seperti berikut ini.

Dalam skema tarif SMS dengan pola sender keep all yang menikmati hasil keuntungannya hanya operator pengirim. Sedangkan operator penerima SMS hanya kebagian beban jaringannya saja.

Skema ini memungkinkan operator menerapkan SMS gratis tak terbatas ke semua operator. Akibatnya, spam SMS merajalela karena pelaku cukup membeli nomor dengan bonus SMS gratis seperti itu dan melakukan operasinya nyaris tanpa batasan.

Skema interkoneksi berbasis biaya membuat kedua operator, baik yang menerima maupun yang mengirim, ikut dapat bagian. Sehingga, untuk membuat promo SMS gratis lintas operator, harus atas persetujuan kedua belah pihak.
Kapan Tarif Turun?
"Tarif interkoneksi ini akan diberlakukan mulai 31 Mei 2012 pukul 23:59:59 dengan biaya interkoneksi SMS nanti hanya Rp 23 per SMS," ungkap Gatot.

Biaya interkoneksi SMS tersebut mengikuti hasil perhitungan biaya interkoneksi tahun 2010. Tarif interkoneksi menjadi salah satu komponen dalam penghitungan biaya telekomunikasi, selain biaya operasional dan margin keuntungan.

Dengan skema yang akan datang ini, tarif layanan SMS  memang tidak akan secara langsung turun. Penurunan itu diharapkan muncul secara otomatis berdasarkan mekanisme persaingan antar operator.

Menurut Gatot, para penyelenggara telekomunikasi diharapkan untuk mempersiapkan segala hal yang diperlukan, baik teknis maupun non teknis.

Kurun waktu 5 bulan persiapan tersebut menurutnya telah dikaji secara komprehensif atas pertimbangan teknis dan komersial, baik berupa persiapan modifikasi storage, server, sistem billing, pengalokasikan dana untuk belanja modal (capex) dan sistem interkoneksinya masing-masing.

Kata Gatot, dasar yang dipakai untuk pemberlakuan tarif interkoneksi adalah:

• Peraturan Menteri Kominfo No. 8 Tahun 2006 tentang interkoneksi, PP No. 52 Tahun 2000 tentang Penyelenggaraan Telekomunikasi
• Peraturan Menteri Kominfo No. 9 Tahun 2008 tentang Tatacara Penetapan Tarif Jasa Telekomunikasi yang Disalurkan Melalui Jaringan Bergerak Selular
• Peraturan Menteri Kominfo No. 15 Tahun 2008 tentang Tatacara Penetapan Tarif Jasa Teleponi Dasar yang Disalurkan Melalui Jaringan Tetap.
